The aim of Rostec’s Agriculture and Food Security Department is to assist African Governments through the relevant Ministries and/or other agencies to develop strategies and action plans with the ultimate goals of food security and producing surpluses for export.

Rostec Empowerment Consultants were some of the pioneers of the African Union’s Comprehensive Africa Agriculture Development Programme (CAADP) whose objective is to reform Africa’s agricultural sector, setting broad targets:

  • 6% annual growth in agricultural GDP, and
  • An allocation of at least 10% of public expenditures to the agricultural sector.

AADP was established as a result of realization that Africa’s enhanced agricultural performance is key to growth and poverty reduction through its direct impact on:

  • Job creation and increasing opportunities, especially for women and youth,
  • Food security and improved nutrition, and
  • Strengthening resilience.

This is due to both the important role of agriculture in African economies and livelihoods, and the strong linkages that agriculture forges with other sectors.

Our approach involves evidence-based planning processes with knowledge as a key primary input as well as human resource development/empowerment and partnership as central factors. Ultimately, it aims to align diverse stakeholder interests around the design of integrated programmes adapted at the local level.

We strengthen the capacity of ministries and public and private actors at national, provincial and district levels and support governments and private sector in creating enabling business environments for rural investments.

Our extensive experience enables us to work in agriculture, food security and rural development in challenging and fragile working environments. We provide technical expertise for both crop and livestock production, and help transform agri-businesses into viable and sustainable value chains.
